Strategic Commissioning

    We develop commissioning strategies for local authorities that are either focused on specific client groups or cover particular services. These commissioning strategies not only help local authorities to better understand unmet needs, and the services required to meet them, but also how to shape the market. In particular those strategies on care needs have provided evidence for a business case for reinvesting resources from residential care to community based housing, care and support services.

    We have produced Joint Strategic Needs Assessments on accommodation and support both for the care groups as well as for socially excluded groups. We have also produced Extra Care Housing commissioning strategies.

    We also carry out strategic service reviews for local authorities that assess whether services are meeting needs effectively and to understand how they need to be remodelled. The strategic service reviews that we have carried out include those for sheltered housing for older people, mental health housing and support services and services for homeless people and rough sleepers.
